NTN registration in Pakistan — the free FBR guide

Getting an NTN (National Tax Number) from FBR is free, fully online, and takes about 15 minutes. For an individual, your NTN is simply your CNIC number — there's no separate number to remember, no office visit, and no legitimate reason to pay anyone for it.

What NTN actually is

NTN — National Tax Number — is how FBR identifies every taxpayer, individual or business. For a company or an Association of Persons (AOP), FBR issues a distinct NTN at registration. For an individual, there's no separate number at all: your 13-digit CNIC becomes your NTN the moment you register. Anyone asking "how do I get my NTN number from my CNIC" already has the answer — register once, and your CNIC number is your NTN from then on.

How to register — step by step

  1. Go to iris.fbr.gov.pk and select "Registration for Unregistered Person."
  2. Enter your CNIC number and the captcha, and submit.
  3. FBR sends a verification PIN to your NADRA-registered mobile number and a separate code to your email — enter both to verify you're the CNIC holder.
  4. Complete Form 181: your name, current address, source of income (salary, business, property, etc.), and — if salaried — your employer's details.
  5. Set a password for your IRIS account and submit.
  6. Your registration is processed immediately — your NTN (your CNIC number) is active as soon as it goes through, and you can log back in to IRIS any time to download your registration certificate as a PDF.

What you need before you start

  • A valid CNIC (18 or older)
  • A mobile number registered in your own name with NADRA — this is where your verification PIN goes, so a family member's SIM won't work
  • A working email address
  • Your current residential (or business) address
  • Employer name, if salaried — helpful but not always mandatory

Registration vs filing — two different things

Getting an NTN and appearing on FBR's Active Taxpayer List (ATL)— what most people mean by "filer" — are not the same step. Registration gets you an NTN and an IRIS login. You only become a filer once you actually submit your income tax return for the year. Non-filers pay a materially higher withholding tax rate on dozens of transactions — property, vehicles, dividends, contracts — even after they have an NTN, until they actually file. See exactly what that costs on the Filer vs Non-Filer comparison.

Frequently Asked Questions

What is an NTN?
NTN stands for National Tax Number — the identifier FBR (Federal Board of Revenue) assigns to every registered taxpayer in Pakistan, whether an individual, an Association of Persons (AOP), or a company. You need one to file a tax return, appear on the Active Taxpayer List (ATL), and get filer-rate withholding tax instead of the higher non-filer rate.
Is my CNIC the same as my NTN?
For individuals, yes — once you register with FBR, your 13-digit CNIC number is used directly as your NTN. You don't get a separate number. This is different from an AOP or a company, which gets a distinct NTN issued by FBR at registration.
How much does NTN registration cost?
Nothing. FBR charges zero government fee for NTN registration, IRIS account creation, or your first tax return filing — the entire process is free when done yourself on iris.fbr.gov.pk. You only pay if you choose to hire a tax consultant to do it for you, and that's their service fee, not an FBR charge.
How do I register for NTN online?
Go to iris.fbr.gov.pk, select "Registration for Unregistered Person," and enter your CNIC. FBR sends a verification PIN to your NADRA-registered mobile number and a code to your email — enter both to verify. Then complete Form 181 with your name, address, source of income (salary, business, etc.), and set a password for your IRIS account. Your NTN (your CNIC number) is active immediately after submission.
What documents do I need?
Your CNIC, a mobile number registered in your own name with NADRA (needed for the verification PIN), a working email address, and your residential/business address. Salaried individuals should also have their employer's name and NTN handy if known.
How do I download my NTN certificate?
Log in to your IRIS account at iris.fbr.gov.pk, and use the Print/Download option on your registration record to save a PDF of your registration certificate — this is the document that confirms your NTN/registration status.
I only have a CNIC, no business — can I still get an NTN?
Yes. Any Pakistani citizen 18 or older with a valid CNIC can register, including salaried employees, students, freelancers, and housewives with no active income. Registering doesn't obligate you to owe tax — it just puts you in FBR's system and, once you file a return, gets you onto the Active Taxpayer List.
Does registering for NTN make me a filer automatically?
No — registration and filer status are two different things. Registering gets you an NTN and an IRIS account. You become a filer (appear on the ATL) only after you actually file your income tax return for the relevant tax year. See the Filer vs Non-Filer Calculator below for what that status difference actually costs.

This is an independent how-to guide, not an FBR service — we don't process registrations or store any data you enter here. Always complete registration directly on FBR's own portal at iris.fbr.gov.pk, and treat any site that charges a fee for basic NTN registration with suspicion.
