Why coverage is limited to three provinces
This calculator currently covers Punjab, Sindh, and Islamabad Capital Territory — Khyber Pakhtunkhwa and Balochistan are deliberately excluded, not overlooked. KP's official excise department site couldn't be reliably accessed during rate verification, and Balochistan had three mutually conflicting rate figures across different sources with its primary official site returning access errors throughout research — rather than publish a guessed or unreliable figure for either province, they're left out entirely until a verifiable official source is available. Within the three covered provinces, token tax rates are structured by engine capacity (cc) bands, with some bands charged as a flat amount and others as a percentage of vehicle value, and the federal Section 234 component is layered on top using the same filer/non-filer rate distinction that applies across other advance-tax categories.
A worked example
The same engine capacity vehicle registered in Punjab versus Sindh versus ICT can face a meaningfully different combined annual bill, since each province's own token tax schedule sets independent rates even for the identical cc band — engine capacity alone doesn't determine the bill; the registering province's specific schedule does.
